SUMMARY - This position is responsible for performing a variety of technical duties in the production of content for the City of Laurel Podcast City Studios, Laurel TV, and various events held in the City Council Chambers. Work for the television station will be performed both on site in the production control room and in the studio and off site in the field. Position reports to the Assistant Director of Communications. Routine duties include operating the Tricaster video switcher and associated devices, performing live digital effects and transitions and inserting pre-recorded material, graphics, and titles. Also act as audio operator and lighting supervisor. This position oversees the camera operators, television crews, and ensures the overall quality of the signal being recorded or broadcast.

ESSENTIAL DUTIES & RESPONSIBILITIES include the following. Other duties may be assigned.

• Performs various technical aspects of Laurel TV, including video switching, setting up and adjusting lighting, setting up audio equipment, and monitoring audio levels.
• Sets up camera shots and switches between cameras while recording government meetings.
• Ensures that the video playback is recorded and on the monitors.
• Directs camera operators on shots requested, pre-sets camera shots if necessary, and keeps track of focus and picture quality.
• Oversees audio setup with wireless, wired, or handheld microphones and maintains good audio levels during recordings or live broadcasts.
• Helps with maintenance of Laurel TV studio and field gear.
• Assists with the training of auxiliary reporters and volunteers on a variety of broadcast equipment in the field, studio, and podcast room.
• Offers suggestions for program content and story ideas.
• Willingly and cooperatively performs other related duties as assigned.

SUPERVISORY RESPONSIBILITIES –The person in this position manages crews during production sessions, field shoots, recording of government meetings, podcast recordings, or broadcasts. Responsibilities include making recommendations to hire; training employees; planning, assigning, and directing work; addressing complaints and resolving problems. These duties are carried out in accordance with the policies of the City and the Department and applicable laws.

MINIMUM QUALIFICATIONS – The minimum eligibility requirements for employees in this position are as follows:

• EDUCATION and/or EXPERIENCE -High School diploma or GED from an accredited school, some college preferred, and a minimum of 2 years of progressively responsible technical production experience.
• CERTIFICATES, LICENSES, REGISTRATIONS – Must possess a current and valid Class “C” Maryland driver’s license, or a comparable driver’s license issued by the employee’s state of residence, and a proven safe driving record.Must be able to attain the following certifications in the Incident Command System (ICS) within 6 months of employment: ICS-100, ICS-200, ICS-300, ICS-700, and ICS-800
• Computer Skills - Ability to operate a computer terminal or Personal Computer. Able to perform digital editing on Adobe Premier or comparable digital editing software and operate a Tricaster video switcher or comparable equipment.
